La oficina del Centro de Solidaridad (Solidarity Center) en Bogotá ha recibido un subsidio inusualmente grande de (EE.UU.) $3 millones por dos años para sus operaciones en la región Andina. El alcance y las dimensiones del subsidio no son plenamente conocidos, ni a los programas a los cuales se aplicará. Sin embargo, dada la historia de la oficina de Bogotá y representantes del centro de solidaridad Andino, observadores esperan la concesión que va a tener importantes repercusiones para los países de Colombia y Venezuela, donde está concentrado el trabajo de esta oficina. La región andina abarca también Perú, Ecuador y Bolivia. El centro de solidaridad tiene oficinas en Colombia y Perú.
El subsidio proviene de USAID (Agencia Estadounidense por el Desarrollo Internacional). La oficina recibe reportes de esta fundación, al mismo tiempo de que tres acontecimientos claves están en marcha–en Venezuela las próximas elecciones de octubre, y en Colombia, la implementación del nuevo Tratado de Libre Comercio (TLC) con los Estados Unidos, que coincide con una gran mobilización popular para exigir una solución política al conflicto armado y social. Poca información es disponible sobre los detalles de este subsidio. Pero debido a la historia documentada de la intervención de la AFL-CIO en Venezuela a través de su Centro de Solidaridad, activistas deben analizar la historia pasada y las actuales circunstancias, con el fin de discutir inteligentemente, anticipandonos a este aumento de actividades.
El Centro de Solidaridad es uno de cuatro institutos principales de la Fundación Nacional por la Democracia (National Endowment for Democracy–NED), y una creación del central sindical más grande de los EE.UU, el AFL-CIO (Federación Americano Laboral-Congreso de Organizaciones Industriales). El NED era establecido por el gobierno estadounidense en 1983, durante la administración de Ronald Reagan. Con el Centro de Solidaridad, los cuatro institutos principales del NED son: el Instituto Republicano Internacional (asociado con el Partido Republicano), el Instituto Democrático Nacional (asociado con el Partido Democrático), y el Centro Internacional para la Empresa Privada (asociado con las Camaras de Comercio).
El NED existe por una razon–manipular gobiernos, movimientos sociales y elecciones en otros paises de manera de adelantar las políticas internacionales de los EE.UU., que, en turno, son diseñados para acomodar el acceso privado a recursos naturales y aumentar las ganancias de corporaciones transnacionales. En una entrevista con el New York Times en 1991, Allen Weinstein, uno de los fundadores del NED dijo que, “…lo que hace la NED hoy en día fue hecho de manera clandestina hace 25 años por la CIA”.
Marc Plattner, un vice-presidente del NED, explica el papel de la organización en el contexto de la estrategía imperial que trae juntos una fabrica de hilos políticos, comerciales y militares: “La democracia liberal favorece claramente los acuerdos económicos que fomentan la globalización… .El orden internacional que sostiene la globalización se basa en el predominio militar americano.”
El Centro de Solidaridad recibe más de un 90% de su fundación de las arcas públicas, por medio del Departamento de Estado, USAID and el NED. Contribuciones sindicales tipicamente son alrededor dos a tres porciento. Así, el Centro de Solidaridad tiene poco que ver con las uniones locales y sindicalistas de base, aunque tiene la plena colaboración y la cooperación de los funcionarios más altos de la AFL-CIO. Los sindicales locales no tienen ninguna participacion en el establecimiento de las relaciones internacionales ni en el desarrollo de los programas. El Centro de Solidaridad tiene unos programas buenos y beneficiosos. Pero estos buenos programas puedan actuar escondiendo un propósito fundamental de infiltrar y influenciar a los movimientos sindicales en otras países y proveer un canal para la interferencia en sus procesos electorales.
El primer “éxito”de la NED en Latinoamérica era la derrota de Daniel Ortega, el candidato Sandinista por la presidencia, en las elecciones nicaragüenses de 1990. El gobierno estadounidense, por medio de la NED y otras canales, gastó más de (EE.UU.) $20 por votante y efectivamente compró la victoria para Violeta Chamorra, su candidato preferido. Los Estados Unidos gastaron más por votante Nicaraguense en 1990 que por ambos partidos en las elecciones presidenciales y estadounidense en 1988. Es notable que en este tiempo, Nicaragua sostenia una población de unicamente 3 millones de personas.
Haití nos da otro ejemplo sobre como opera el Centro de Solidaridad. En 2004, su organización hermana, el Instituto Republicano Internacional, no únicamente fundaron, sino que convenieron y formaron los golpistas contra el gobierno elegido de Pres. Bertrand Aristide. Durante 2004 y 2005, comenzando antes del golpe y extendiendose hasta los meses despues ocurría un derramamiento de sangre contra los que apoyaban a Aristide, incluyendo entre sus victimas a integrantes la Confederación de Trabajadores Haitianos (CTH). En lugar de ayudar a este sindicato tan reprimido, el Centro de Solidaridad canalizó cientos de miles de dolares a una pequena organización laboral que antes y durante el golpe no hicieron nada para defender el gobierno elegido, y de hecho, llamaron por la resignación de Pres. Aristide.
Años tarde, cuando la CTH cambió sus posición y aprobó una propuesta para que las fabricas pagaran la mitad del sueldo mínimo establecido por la administración de Aristide, el Centro de Solidaridad comenzo a fundar la CTH con subsidios de más de $200,000. Con tales subsidios, la CTH también cambió sus vinculos electorales y participó en el consejo electoral de la administración de Presidente René Preval que excluyó la participación de Lavalas, el partido de Aristide, en las elecciones a pesar de que este era el partido más grande de Haití.
Más pertinente a nuestra discussion, es la historia de interferencia en Venezuela por el Centro de Solidaridad, oficina de Caracas. Como la oficina de Bogota hoy en día, era manejada por Rhett Doumitt que antes de la tentativa de golpe de 2002, ayudó canalizar fondos a Carlos Ortega y a la Confederación de Trabajadores venezolanos (CTV), una confederación laboral que tenía una reputación antidemocrática y corrupta.
En su estudio de la participación del Centro de Solidaridad en el trabajo preliminar para el Golpe contra presidente venezolano Hugo Chávez, el sociologo del Purdue University North Central y activista sindical por mucho tiempo, Kim Scipes nos dice que:
…según un informe trimestral enero-marzo de 2002 desde el Centro de Solidaridad a NED que fue descubierto… por periodistas Jeremy Bigwood y Eva Golinger….Funcionarios del Centro de Solidaridad fueron involucrados en una serie de reuniones que fueron diseñados para reunir a los líderes de la CTV y FEDECAMARAS (la Confederación de empresarios nacionales). Estas reuniones, seis en total, tuvieron lugar alrededor del país y culminaron en una reunión nacional el 5 de marzo de 2002. En esta reunión…la CTV y FEDECAMARAS eran ungidos como “organizaciones insignia” en la lucha contra el Presidente Chávez….Un poco más de 30 días después de la Conferencia, el 5 de marzo, la CTV y FEDECAMARAS lanzó una huelga general nacional, el 9 de abril para protestar por el despido de la administración de la compañía de petróleo el 7 de abril, y los acontecimientos que condujeron al golpe de estado atentado–en el que la CTV y FEDECAMAS jugaron un papel central–comenzaron.
El 11 de abril, se celebró una multitudinaria marcha y manifestación para apoyar a la Unión. ‘Alrededor del mediodía del 11 de abril, oradores en el mitin de la oposición, incluyendo Carmona y Ortega, comenzaron a llamar a los partidarios para que marcharan hacia el palacio presidencial de Miraflores, para exigir la renuncia de Chávez’ (Golinger, 2005:96).” (Kim Scipes, AFL-CIO’s Secret War against Developing Country Workers: Solidarity or Sabotage? Lanham, MD: Lexington Books, 2010: 58.)
Al mismo tiempo, sindicalistas estadounidenses iniciaron un movimiento para exigir al Centro de Solidaridad, asegurando la transperiencia, que abra sus paginas, sobre sus actividades del pasado, presente y futuro e iniciar el proceso de acabar con su dependencia financiera en dirección del gobierno estadounidense. Exigieron que el Centro de Solidaridad otorgue la fundación y dirección, a instituciones legitimalmente sindicales, asegurando la participación máxima de la base laboral del AFL-CIO.
La situación se convirtió y llego a ser muy dificil para la NED y USAID de canalizar su apoyo directamente a sus beneficiarios en Venezuela, especialmente a las instituciones sindicales. En respuesta, desarrollaron un jueguito complicado de manera de esconder sus actividades, incluso, poco antes del golpe, el del traslado a Bogotá de las operaciones de la oficina en Caracas con subsidios para programas en Venezuela dividiendose en subsidios regionales, y así no asignarlo especificamente para Venezuela.
Por ejemplo, in 2010, el Centro de Solidaridad recibió (EE.UU.)$400,000 de la NED para, “Apoyar sindicatos en Colombia y Venezuela en su defensa de derechos laborales fundamentales.” A muchos observadores del movimiento sindical mundial, pareció una rara combinación porque las luchas en Venezuela, donde la representación laboral continua crece y funciona sin un ambiente de amenazas de violencia, son muy diferente que las de Colombia, donde la representación sindical es aun más baja que en paises donde es ilegal pertenecer a un sindicato, y donde cada año, el número de sindicalistas asesinados es el más alto en el mundo.
Desde otra perspectiva, para las metas del imperio estadounidense y corporativo, hay muchas razones para tratar con Venezuela y Colombia. Con sus recursos naturales, sus significantes poblaciones , sus movimientos históricos y fuertes de la izquierda, y con sus posiciones geo-políticas, los dos países tienen juntos una gran influencia en el desarrollo político y sindical en toda la América. Actualmente, los dos paises son por circunstancias muy particulares, de mucha preocupación por parte de los oficiales del gobierno estadounidense. Especialmente, con las próximas elecciones y las especulaciones sobre la salud del Pres. Chávez (usualmente hechas por personal no medico, quienes no saben nada sobre estos asuntos) el imperio estadounidense/corporativo va a mirar todas oportunidades para descarrillar la Revolución Bolivariana.
Mientras tanto, en Colombia, lo que quieren descarrillar son las mobilizaciones másivas de sindicalistas, estudiantes, poblaciones rurales, indígenas, afrodescendientes y la oposición política al statu quo. Estos grupos que exigen reforma de las tierras, inversiones sociales, y un proceso electoral abierto y seguro. Ellos llaman por una solución política y negociada al conflicto armado, social y político. En otras palabras, quieren un final a la economia neoliberal que favorecen a corporaciones transnacionales sobre las comunidades y las necesidades del pueblo. Por otro lado, el imperio estadounidense y corporativo historicamente toma el camino de interferncia y manipulación del movimiento laboral a manera de mantener estabilidad política y maximizar su control y rentabilidad.
En mi última visita a Colombia, en abril de 2012, tuve varias oportunidades de conversar con sindicalistas de Colombia y Venezuela. (Era parte de un grupo de huespedes internacionales para asistir a la conformación de la Marcha Patriótica.) Aqui escuche anecdotas sobre la presencia de sindicalistas venezolanos con conexiones al Centro de Solidaridad , que ayudaban a la capacitacion de trabajadores colombianos en unos asuntos técnicos. Una capacitacion incluyó miembros de la CUT (Centralia Unitaria de Trabajadores), la confederación laboral más grande en Colombia. Un oficial sindicalista me comentó, que hubo un punto en que los sindicalistas venezolanos comenzaron hablar de asuntos políticos, y sus lineas estaban “muy conservatoras y de la derecha”. [Aunque el Centro de Solidaridad tiene algunas relaciones con la CUT, esta más involucrado con la CTC (Confederación de Trabajadores Colombianos), que historicamente esta vinculado con los Partidos Liberal y Conservador, y es la mas pequena de las confederaciones, y la CGT (Confederación General de Trabajo), que participo en la antigua Confederacion de Labor Mundial, asociado con los partidos internacionales Democráticos Christian.]
El sitio de web del Centro de Solidaridad no tiene ninguna sección especial para sus actividades en Venezuela, y al observarlo, esto hace pensar que no tienen programas allá. Pero es bién conocido por otras fuentes, que continúan, pero bajo las sombras, bajo escrutínio público. Aunque no es un ejemplo muy dramático, en el anecdota mencionado, podemos observar algunas muestras,sobre la naturaleza de las actividades apoyadas por el Centro de Solidaridad. Podemos ver un ejemplo de la continuación de actividades con Venezuela, que el trabajo en Venezuela y Colombia esta conectado por la oficina de Bogota y que formalmente o informalmente, las formaciones más basicas pueden proporcionar un espacio a la difusión de ideas derechistas.
Conocemos más sobre asuntos del Centro de Solidaridad con respecto a Colombia. Sin embargo, es una situación un poco confusa. Mientras que los integrantes de base del AFL-CIO tiene una historia de solidaridad defendiendo los derechos laborales en Colombia y aunque sostuvieron una lucha significante para derrotar el TLC con Colombia, el trabajo del Centro de Solidaridad y los dirigentes del AFL-CIO, no es muy claro.
En 2008, los dirigentes del AFL-CIO estaban unidos para oponerse al TLC con Colombia. El entonces-presidente John Sweeney dijo el 7 de abril de 2008 que, “El AFL-CIO esta en solidaridad con nuestros hermanos y nuestras hermanas en Colombia, en oposición a la violencia contra sindicalistas….El AFL-CIO esta fuertamente en contra del TLC con Colombia y se mobilizará con toda nuestra capacidad para derrotarlo.” Y este compromiso, continuó hasta la lucha reciente contra el TLC, que desafortunadamente, fue aprobrado por el Congreso estadounidense el 12 de octubre, 2011. Pero el día antes, el AFL-CIO habia enviado una carta a los miembros del Congreso donde declaró que, “El AFL-CIO sigue oponiendose firmamente el TLC con Colombia.”
Debemos recordar que el Centro de Solidaridad representa fundamentalmente los intereses y políticas internacionales del Departmento del Estado estadounidense, no a los sindicalistas del país. Es importante reconocer que en 2008, la actitud de los dirigentes sindicales estadounidenses hacia un TLC con Colombia estaba unido para oponerse .
Pero en Julio, 2008, Rhett Doumitt de la oficina en Bogota y Samantha Tate (la Coordinadora de los Programas Nacionales de la Región Andina del Sur para el Centro de Solidaridad, responsable de los programas en Bolivia, Peru y Ecuador), organizaron una delegación de seis dirigentes del AFL-CIO a Colombia. En este momento Tate cumplia una temporada como una Directora de Programas para el Departamento de las Américas del Centro de Solidaridad. Mientras que esto funcionaba, ella estaba envolucrada en el desarrollo de las actividades del Centro de Solidaridad en Haití, justo el periodo que incluyo el golpe y su consolidación que destruyeron el gobierno popular y elegido de Haití.
Durante la delegación, en lugar de estrategizar para la lucha para derrotar el TLC, Doumitt y Tate abogaron para mejorarlo. En un reporte hecho por Mike Williams, Presidente del AFL-CIO del Estado de la Florida, escribió,
La siguiente reunión fue realizada en la oficina central nacional , una de las tres uniones principales en Colombia. Ellos son la CUT, la CTC y la CGT….Ellos miran a los sindicatos estadounidenses para asegurar que el Tratado de libre Comercio resuelva asuntos tales como, la privatización …las leyes que prohíben negociación colectiva, las amenazas de violencia y asesinatos de activistas laborales, secuestro, intimidación paramilitares y la impunidad penal.
Este me parece extraño, porque yo también visité a Colombia en 2008. En octubre, me reuní con dirigentes e integrantes de diferentes sindicatos afiliados con la CUT, y especialmente pasé tiempo con miembros del Directivo Nacionál de FENSUAGRO (Federación Nacional Unitaria Agropecuaria), la organización más grande del país de sindicatos y asociaciones campesinos, y fui téstigo de una huelga general, incluso de una marcha sindical de más de 50,000 participantes. Sin excepción, cada sindicalista con quien conversé, me insistía en que yo volviera a los EE.UU a trabajar para derrotar el TLC. Eran muchas pancartas y carteles que aclamaron por la derrota del TLC, mas que para cualquier otra petición. Absolutamente nadie me sugirió que regrésase para abogar por reformas para “…asegurar que el Tratado de Comercio Libre resuelva asuntos….”
Sin embargo, la posición reformista del Centro de Solidaridad hacia el TLC con Colombia, no me parece tan extraño, dado a la información que ha salido a la luz publica, por las revelaciones de Wikileaks. Los comunicados de la Embajada en Bogotá muestran una historia de reuniones e intercambios de información que incluyó la participación de la oficina de Bogota y Doumitt. Estos muestran una conversación en curso con un blanco explicito de fomentar la aparición de un contingente en favor del TLC dentro de sindicatos colombianos, mientras que al mismo tiempo tratan de socavar no unicamente el liderazgo y las tendencias izquierdistas del movimiento sindical, si no toda forma de lucha política por parte de sindicatos colombianos.
Un comunicado de 26 de febrero de 2008, titulado “PRO- APC DE COLOMBIA PARA FORMAR SU PROPIA CENTRAL DE TRABAJO” nos muestra ,
El 14 de febrero, representantes de más de 60 sindicatos que apoyan el Acto de Promoción de Comercio de Estados Unidos-Colombia (APC) [el nombre oficial de lo que comúnmente se conoce como el Tratado de libre Comercio Estados Unidos-Colombia] propuso formar un nuevo grupo de trabajo (central)….Ellos planean presionar para el acceso permanente a los mercados de los Estados Unidos….Algunos recientemente viajaban a Washington para presionar en apoyo de la TPA….
Presidente de la CUT Carlos Rodríguez emitió una declaración amenazando con expulsar a los sindicatos miembros que desafiaron la autoridad de los dirigentes de la Confederación. El presidente de la CTC Apecides Alvis dijo que su Confederación no tiene planes para reunirse con los dirigentes sindicales pro-APC. El presidente de la CGT Julio Roberto Gómez tomó una postura más moderada, diciendo que la CGT se reuniría con sus sindicatos miembros de pro-APC para discutir lo que sería mejor para realizar en conjunto una labor organizada ….Rhett Doumitt del centro de solidaridad de la AFL-CIO acordó que formando un “no tan ligado” central de federaciones, sindicatos, y trabajadores individuales eximiría a los organizadores de las reglas de incorporación requeridas en una confederación.
En un comunicado del 11 de agosto de 2008 titulado “SINDICATOS COLOMBIANOS, IDEOLOGIA, Y EL CONFLICTO ARMADO, parece hablar de la creación de un nuevo trabajo central ha disminuido a favor de un esfuerzo por combinar las tres confederaciones principales. Este objetivo fue buscado enormemente a través de la Confederación Sindical de las Américas (CSA), presidida por Linda Chavez-Thompson del AFL-CIO, con Gomez de la CGT ,siendo Vicepresidente. Según el comunicado,
Grupos de defensa laboral se quejan de que las tres confederaciones principales de Colombia se centran demasiado en la política, entorpeciendo los esfuerzos para mejorar los salarios y las condiciones del trabajador….Rhett Doumitt…. se quejó de un enfoque “Estalinista” adoptado por comunistas y otros líderes de la izquierda dentro de la CUT….Doumitt reclama de que la política del movimiento obrero en Colombia impide avances positivos y prácticos en materia laboral. En la reunión mensual de “diálogo laboral” el 22 de abril con el Presidente Uribe, las confederaciones se centraron en discusiones sobre las investigaciones de congresistas colombianos asociados con el escándalo parapolitical. Jose Leon Ramirez, el Secretario de Relaciones Internacionales de la CGT…notó que allí en la reunion, no hubo discusión de asuntos laborales.
El hecho es que, dado al número de asesinatos anti-sindicales cometidos por paramilitares en 2008, discutir “el escándalo parapolitical”, sí, es un problema laboral. El reclamo de la CGT que “no hubo discusión de asuntos laborales”, esto muestra cómo no estan acorde con el resto de movimientos laborales del país. Y al parecer Doumitt está de acuerdo. Segun el periodista laboral Alberto Ruíz,
.. .en otro comunicado con fecha 05 de septiembre de 2008, Doumitt parece de lado del Gobierno colombiano en el debate sobre las figuras de sindicalistas asesinados en Colombia. Así, señala el comunicado:
“Rhett Doummit de la AFL-CIO afiliados centro de solidaridad nos dijo que la violencia paramilitar contra sindicalistas disminuyó después de que el último bloque de paramilitar se desmovilizara en 2006. Reciente asesitanos de sindicalistas están muy relacionados con la delincuencia común. . . .” El año en que se envió este comunicado, 2008, hubo 52 sindicalistas asesinados en Colombia, más que en todas las demás naciones del mundo. Pero para la Oficina de Bogotá del centro de solidaridad, la mayoría no era más que “delitos comunes”.
Volviendo al comunicado del 11 de agosto de 2008, en el que leemos,
La CGT… claramente se identifica menos con la oposición a la GOC [Gobierno de Colombia]. Secretario General de la CGT Julio Roberto Gómez nos dice que su membresía consta de 50% Polo Democratico y 50 % Uribistas….Recientemente fue seleccionado para ser el Presidente Adjunto de la Confederación Sindical de las Américas (CSA). Linda Chavez-Thompson, de la AFL-CIO es Presidente de CSA….Gómez nos dice que no es “parte del club” que acusa a Uribe de todo…Él nos dice que algo oscuro se ha desarrollado alrededor de la violencia contra sindicalistas…para obtener más financiamiento internacional….El abogado y consultor de la CUT Carlos Rodriguez Mejilla nota que las tres confederaciones laborales nacionales enfrentan la presión de la CSA para fusionarse a nivel nacional dentro de los próximos dos años….El Centro de Solidaridad y las confederaciones dicen que esto no ocurrirá pronto, debido a las intereses rivales de sus líderes en asuntos personales, políticos y financieros.
A falta de algunos para fomentar la creación de una nueva confederación sindical a favor del TLC, la Embajada, el Centro de Solidaridad y colaboradores colombianos han deshecho esa táctica a favor de la creación de un nuevo “central”. Al no ser capaz de cumplir esto, parece que sus tácticas cambiaron, haciendo presión para que se fusionen las tres confederaciones laborales.
Ya que la CUT es mucho mayor ,que incluso la CTC o la CGT, una fusión sería una de las mejores estrategias disponibles para extinguir la influencia izquierdista del movimiento obrero colombiano. Sin embargo, como Doumitt predijó pragmáticamente, ese esfuerzo también ha fracasado.
Jugandosela toda, el Centro de Solidaridad también desarrolló la estrategia de acercarse a la CTC, y especialmente a la CGT, apoyando sus actividades. Es cierto que la CTC también tiene una historia de oposición al TLC, a pesar de sus conexiones con los partidos principales. Sin embargo, la CTC no se ha mobilizado derrotar el TLC con la misma nivel de actividad a un nivel de actividad como la CUT y en ocasiones ha cooperado con esfuerzos más reformistas.
El activista sindical Fred Hirsch sostiene que el Centro de Solidaridad está aprovechandose de las relaciones que tiene con la CUT para trabajar dentro de la confederación para disminuir su influencia y subvertir su abogacía política. Hirsch es un estadounidense que tiene muchos años como un activista laboral, incluyendo su posición como “el abuelo” del movimiento para cambiar como el AFL-CIO conduce sus relaciones internacionales. En 1974, el fue el primer sindicalista que escribió publicamente acerca del rol del AFL-CIO en apoyar el golpe de estado en Chile en 1973. Y en 2002, el y sus compañeros del South Bay Labor Council (Consejo Laboral de Bahía del Sur) escribieron la resolución “Unidad y Confianza entre Obreros Mundiales” con el objetivo de iniciar un proceso para acabar la dependencia del Centro de Solidaridad en el gobierno estadounidense, y para abrir las cuentas sobre sus actividades. En 2004 la resolución fue aprobada por unanimidad en la Federación Laboral de California, representando uno de los seis AFL-CIO miembros a nivel nacional. La resolución fue vencido en la convención nacional de 2005, víctima de un proceso manipulado que demarró el voto hasta que la mayoría de los delegados habían dejado y que no permitió discusión en favor de la resolución.

En 2002 entrevisté en cámara a Domingo Rafael Tovar Arrieta, uno de los principales oficiales de la Central Unitaria de Trabajadores (CUT)….Me comento que el Centro de Solidaridad había estado trabajando dentro de la CUT para dividirlo y dirigirlo en dirección derecha.
Otra diferencia entre la CTC y la CGT de la CUT es la actitud con respecto al conflicto armado, social y político en Colombia. Ha estado primariamente en sindicatos de la CUT y sus integrantes que han llamado por una negociacion para una solución política.
La posición de los EE.UU. es de rechazar negociaciones y un proceso legítimo de paz y solamente toman la vía de la solución militar. Así, el silencio de las CTC y CGT conviene muy bien con las políticas promovidas por el Departamento de Estado estadounidense por vía del Centro de Solidaridad. Podamos ver bien la preferencia del Centro de Solidaridad, dando una mirada a los sitios de Web de las tres centrales sindicales, en los fondos de la páginas de los CTC y CGT hay anuncios de que el sitio es fundado por subsidios de USAID. Este anuncio, no esta presente en la página de la CUT.
El tema principal del comunicado del 11 de agosto de 2008, fue la actitud de los sindicatos colombianos hacia el conflicto armado. A lo largo del comunicado la CUT y miembros izquierdistas de las otras confederaciones laborales son acusados de ser “anti-capitalistas… y ambiguos y si no simpatizantes de la lucha armada izquierdista.”
Me he reunido con una amplia gama de sindicalistas colombianos, así como con miembros del Partido Comunista Colombiano, la tendencia izquierdista del Partido Liberal y la coalición partido centro-izquierdista del Polo Democrático. El Partido Comunista rompió oficialmente con la lucha armada en Colombia en 1993 y el Polo Democrático nunca lo ha respaldado. Líderes de la CUT quienes también son miembros de los Partidos Comunistas, Liberales y/o Polo Democrático no son renegados de sus partidos pero, en cambio, son personas disciplinadas quienes sostienen los principios de sus partido. No son guerrilleros, sino sindicalistas trabajando por mejores salarios y mejores condiciones de trabajo y, más aun, por una transformación positiva de la sociedad colombiana. Sin embargo, no son loros que repiten las líneas de Gobierno , con lo que satanizan y catalogan a los guerrilleros como “terroristas”. Hay condiciones reales que han dado lugar a la formación de los grupos guerrilleros. Si sus tácticas son correctas o no, formaron los grupos guerrilleros como las FARC (Fuerzas Armadas Revolucionarias de Colombia) en respuesta al terrorismo del Estado y las corporaciones transnacionales que han dejado cientos de miles de muertos y han desplazado 5 millones de colombianos en su mayoría de zonas rurales.
Además, estudios por la fiscalía y la Escuela Sindical Nacional reportan que la razón número uno para los asesinatos de los sindicalistas colombianos es porque son percibidos por los paramilitares y militares como guerrilleros o simpatizantes de la guerrilla. Así que cuando personal de la Embajada de Estados Unidos y Centro de Solidaridad y los dirigentes sindicales colaboradores acusan a sindicalistas de la izquierda de ser “ambiguo” o “simpático” con las guerrillas, estas falsas acusaciones, se añaden a la atmosfera de terror y violencia con la que activistas y sindicalistas colombianos deben convivir diariamente.
En mi trabajo para la Alianza por la Justícia Global (Alliance for Global Justice) recibo una interminable lista de alertas con respecto a sindicalistas, presos políticos, estudiantes, agricultores y defensores de los derechos humanos que están siendo amenazados, y muy a menudo, asesinados a causa de estas acusaciones. He estado en Colombia y me he reunido con personas que estan amenazadas junto con los miembros de sus familias. He leído sobre sindicalistas, como Israel Verona, de la Asociación Campesina de Arauca quien fue detenido por tener presuntos vínculos con la guerrilla. Como miles de acusados, finalmente fue absuelto y puesto en libertad, porque no había pruebas contra él. Semanas después de que obtuvo su libertad, fue abaleado por sicarios paramilitares.
También, he acompañado a miembros de sindicatos rurales en reuniones pacíficas, en la que de repente son rodeados por miembros del Ejército Colombiano. Su excusa era que estaban buscando guerrilleros. Pero cuando los presionaban preguntando, sobre a quien estaban buscando, no podían proporcionar descripciones, ni nombres.
FENSUAGRO es una de las afiliadas de la CUT y la más afectada por violencia anti-sindical. Sus dirigentes e integrantes han tenido un nivel muy alto de asesinatos, desapariciones, y desplazamientos por parte de los militares y paramilitares. En sus 33 años, según un estudio conducido por Liliany Obando, una activista sindical, periodista independiente y sociológico, decia que más de 1,500 de los miembros de FENSUAGRO eran asesinados. Al tiempo de este estudio, Obando sirvía como la Coordinadora de Derechos Humanos para FENSUAGRO. Ella fue detenida por el delito de “Rebelión”, antes que pudiera terminar y publicar el reporte. Estuvo tres años y medio en la cárcel, antes de ser librada.
Para FENSUAGRO, la solidaridad internacional es un asunto de seguridad y sobrevivencia. Sin embargo, al mismo tiempo en 2009 que FENSUAGRO firmó un acuerdo para establecer una relación oficial con Unite the Union (Unir la Unión), un sindicato de Inglaterra, Doumitt intervinó directamente para disuadir relaciónes similares con sindicatos estadounidenses, alegando que FENSUAGRO era demasiado a la izquierda. Hasta este día, a pesar de las muchas amenazas y ataques contra sus integrantes, los sindicatos estadounidenses no tienen ningun proyecto de solidaridad con FENSUAGRO.
Pero podría ser posible que el Centro de Solidaridad, y más, el liderderazgo del AFL-CIO no quieren ver la realidad en Colombia, como es verdaderamente . En Colombia, 70-80% de la violencia política es cometida por la Fuerzas Armadas y grupos paramilitares. En Colombia, todavía cada año hay más sindicalistas asesinados, que en cualquier otro país del mundo. En Colombia, en toda la nación ,hay una gran mobilización del pueblo ,que exige un proceso legitimo por una paz justa y durable.
Dada esta realidad, La colusión del Centro de Solidaridad en negar la inmensidad de la violencia anti-sindical es aún más vergonzoso. Durante la administración de Pres. Uribe, hubo casos en los cuales los dirigentes del AFL-CIO y del Centro de Solidaridad castigaron a algunos dirigentes sindicales estadounidenses por hablar abiertamente en contra del escándolo “parapolítica” (lo que ha implicado a algunos de los políticos más poderosos y conocidos de Colombia de vínculos con paramilitares). Con tantas víctimas sindicalistas de la violencia paramilitar–casos famosos como los asesinatos de dirigentes sindicales por sicarios pagados por sus servicios, por corporaciones transnacionales como Drummond Coal, Coca-Cola y Chiquita Banana–es claro que el AFL-CIO y el Centro de Solidaridad no le sirven los intereses de los obreros colombianos.
Hoy en dia, con la administración de Obama, somos téstigos a una reticencia creciente por parte de los dirigentes del AFL-CIO para usar hasta el término “paramilitar”, prefiriendo hablar de “actores armados” o “grupos exta-judiciales.” Con toda seguridad, esto refleja un conflicto profundo de parte del AFL-CIO. Por un lado, integrantes del AFL-CIO en su mayoría se han opuesto los TLCs, especialmente con Colombia. Por otro lado, el liderazgo del AFL-CIO esta completemente atado al Partido Democrático, y así, a la administración de Obama. Mientras que se opuso el TLC, no quería tener verguenza con Obama ni dañarlo en su campaña de reelección. Sin embargo, la política dominante de la administración de Obama hacia Colombia es la de consolidizar y aumentar el acceso corporativo y transnacional a los recursos naturales del país. El TLC es parte de esto, y también el compromiso a enfrentamientos y predominio militar. Las corporaciones y latifundistas no quieren paz. porque con la paz justa y sostenible vendría la reforma de las tierras. Y la administración Obama, logró la aprobración del TLC, repitiendo los mitos de una situación de derechos humanos y laborales mejorado significativamente, y más, que el gobierno tiene control sobre su territorio y es ganando–no negociando–un fin a la guerra. Pero la resiliencia de las guerrillas continúa, y, también, los ataques y las amenazas de los paramilitares continúan.
En 2011, 29 sindicalistas fueron asesinados y el número de ataques y amenazas en contra de defensores de derechos humanos era la más alta en 10 años. De hecho, el año pasado, más personas murieron por violencia de guerra en Colombia que en Afganistan. Y mientras que estoy escribiendo este artículo, acabo de enterarme del descubrimiento del 13 de junio, de 180 fosas comunes de víctimas de los paramilitares. Si el AFL-CIO quiere apoyar los sindicatos de Colombia, necesita pronunciarse al gobierno y la administración Obama, reconociendo que la violencia continúa contra el movimiento sindical en Colombia, y necesita expresar y apoyar un cambio en las políticas estadounidense hacia Colombia.
En abril de 2012, la Marcha Patriótica y Consejo Patriótica se constituyó como una movilización política y izquierdista para derechos laborales y humanitarios, reforma de las tierras, participación abierta y segura en el sistema político, y sobre todo, una solución política al conflicto armado. Desde esto evento, ya ha ocurrido dos asesinatos y una desaparición de integrantes de la Marcha Patriótica, incluso Henry Díaz, un dirigente local de Putumayo de FENSAUGRO. Asimismo, ha aumentado el número de amenazas contra los integrantes y dirigentes de la Marcha Patriótica, incluyendo amenazas puntualizadas contra FENSUAGRO y otros sindicatos . Pero, frente a esta realidad, las voces del AFL-CIO y del Centro de Solidaridad permanecen en silencio–un tipo de silencio que forma parte de la complicidad.
Mientras tanto, a traves la frontera, en Venezuela, la nación se prepara para una elección donde la mayoría de sus ciudadanos esperan que sea libre de interferencia extranjera, incluso libre de apoyo para complots de golpes.
¿Será este juego escondido, dañino y secreto, el que será apoyado por este subsidio de (EE.UU.) $3 million de USAID para el Centro de Solidaridad? Mientras que el Centro de Solidaridad opere bajo las sombras, no podremos conocer detalles precisos. Sin embargo, es muy posible que pronostiquemos la naturaleza de estas actividades.
El Imperio de los EE.UU. y corporativo ve en Venezuela y Colombia, una puerta de doble cara que abre a toda América del Sur, y más, Latinoamérica. Influenciar y manipular movimientos y organizaciones sindicales es una táctica muy importante. Si, las necesidades y luchas de los movimientos sindicales de Colombia y Venezuela son muy diferentes uno del otro. Pero lo que le importa al Centro de Solidaridad y a sus patrones del Departamento de Estado, es que, al unirse estos movimientos, sean las llaves que puedan usar para abrir esta puerta y entrar a una nueva era de recolonialización y ganancias corporativas sin obstrucción.
